This is the Mekong where it flows between Nong Khai, Thailand and Vientiane, Lao PDR. As you can see, the water levels have fallen to expose the rocky rapids that are usually below the surface. This is happening during the regular monsoon season, when rains usually swell the river to rush high over these rocks.
